Reporting Policy for The State Officials and Employees Ethics Act

The State Officials and Employees Ethics Act (5 ILCS 430) requires the Illinois public university governing boards in coordination with the Illinois Board of Higher Education to demonstrate they have adopted and implemented for all employees under their respective jurisdiction and control specific personnel policies relating to the documentation of official State business. Further, this Act requires State employees to periodically submit records documenting the total amount of time spent each day on official State business to the nearest quarter hour (5 ILCS 430/5-5).

Reporting Fraud or Misconduct, Whistleblower Protection, and Investigations

The purpose of this policy is:

  1. to define employee and management responsibility for reporting fraud, potential or actual, or misconduct and to establish procedures for addressing wrongful conduct; and
  2. to protect any employee who engages in good faith disclosure of alleged wrongful conduct to a designated University of Illinois system official or public body.

More specifically it:

Protection of Minors

All university-sponsored events involving minors must go through the Protection of Minors review process.

I. UIS Process for Events

To ensure the safety of minors while involved in university activities, no adult may be part of any event where they would be in close contact with minors who are not enrolled as university students, without first submitting to and passing a criminal background and sex offender registry check unless such checks have been performed within the past two years and are on file with UIS Human Resources.

Procedures for Workplace-related Intimate Personal Relationships

Purpose

These Procedures implement the University of Illinois System Policy on Workplace-Related Intimate Personal Relationships for the University of Illinois Springfield (University).

Applicability

These Procedures outline the process all University employees must follow for reporting new or ongoing intimate personal relationships as defined in the Policy.

Consideration of Sexual Misconduct in Prior Employment

I.  Background and Rationale

The University of Illinois System strives to enable all employees to contribute to a safe and welcoming working environment conducive to the education of students. To foster such an environment, the U of I System has determined that it is vital to consider whether a candidate for employment has been found to have engaged in Sexual Misconduct or Sexual Harassment in the course of prior employment.

Workplace-Related Intimate Personal Relationships

I.  Background and Rationale

Professional and supportive relationships among faculty or staff and students are at the heart of the education and research missions of the University of Illinois System.  Indeed, faculty and staff routinely and effectively serve as mentors, advisors, role models and teachers both in and out of the classroom. This policy in no way is intended to interfere with such professional relationships.

Sexual Harassment Brief

The University of Illinois at Springfield will not tolerate sexual harassment and is committed to providing and preserving an atmosphere free from harassment in any form.

All employees and students have the right to work and study in an environment free from sexual harassment. Sexual harassment is a violation of professional ethics and impedes the primary function of a university.
