Certification Requirements

What is the certification requirement for DUI service providers?

In order to perform DUI evaluations or risk education, substance abuse staff must be certified by ICB/IAODAPCA (CADA or CARS), or

  • Hold clinical certification as a Certified Alcohol and Drug Counselor (CADC) from the Illinois Alcohol and Other Drug Abuse Professional Certification Association (IAODAPCA); or
  • Be a licensed professional counselor (LPC) or licensed clinical professional counselor (LCPC); or
  • Be a physician licensed to practice medicine in all its branches (Medical Practice Act of 1987); or
  • Be licensed as a psychologist (Clinical Psychology Practice Act); or
  • Be licensed as a social worker (LSW) or licensed clinical social worker (LCSW), (Clinical Social Work and Social Work Practice Act); or
  • Hold assessor qualification as a Certified Assessment and Referral Specialist (CARS) from IAODAPCA.

What is the certification process?

UIS provides training to DUI service providers. We do not arrange for or provide licenses or certification.

How can I get a copy of Administrative Rule 2060?

Continuing Education Units (CEUs)

How will I receive my training certificate of completion/proof of CEUs earned?

Certificates of completion, which includes CEUs earned at the training, will be EMAILED to the email address on file within two (2) weeks after the end of the workshop. Please make sure to save your certificate. Replacements may be emailed free of charge; however, we are not required to keep records longer than 6 years. Currently we have records of certificate dating back to 2015.

How many CEUs does the training provide?

A paid participant will earn six (6) CEUs each day of the SUPR DUI Service Provider Orientation, for a total of eighteen (18) over the course of three days. You must attend each full day to receive full credit.

Six (6) CEUs will be awarded for each Advanced Training day.

The Center for State Policy and Leadership at UIS is ICB/IAODAPCA-certified to provide continuing education credits. Every workshop being offered has been submitted for approval for CEU hours.

Continuing Education Units can be earned towards DUI service provider education, IAODAPCA CEUs, Social Work CEUs, and LPC/LCPC CEUs. You may earn all of these CEUs at each session if you qualify.

UIS is approved by IDHS SUPR to offer continuing education credits through the Illinois Department of Professional Regulation for DUI service providers.

UIS is approved by the Illinois Department of Professional Regulation to offer social work continuing education credits and LPC/LCPC for each course offered.

I’ve misplaced my certificate. What do I do?

Send email to ILLAPS-SUPR@uis.edu to request a replacement copy at no charge. Please note that we are not required to keep records longer than 6 years. Currently we have certificate records dating back to 2015. In your request, please provide the name of the person who attended the training and the date (or an approximate guess, if unsure).

Does my certificate expire?

The new Administrative Rule Part 2060 was passed in April of 2025 and now requires all DUI Evaluators to re-take the three-day Service Provider Orientation every five (5) years to remain in good standing.


Opening a New Agency

I am interested in setting up my own DUI service provider business. What is required?

You must obtain a license from the Division of Substance Use Prevention and Recovery to provide DUI evaluations and risk education.

Who to Ask for Help


Service Provider Orientation

What is the Service Provider Orientation?

The SUPR DUI Service Provider Orientation is a mandated training program for individuals who provide DUI services in evaluation and risk education. The program is three days in length. Participants may take all three days at one time, or spread out over several sessions. Workshop days can be taken in any order.

DUI Evaluation Services: All persons who wish to be qualified as DUI evaluator must complete all THREE days within the first 6 months of employment as a DUI service provider in the State of Illinois.

Risk Education Services: For DUI service providers who plan to work ONLY as risk education instructors Day 1 of the Service Provider Orientation is required. Risk education instructors are encouraged to attend days 2 & 3 to keep up with changes and current practice issues.

How do I access the training materials?

A hard copy of the training materials will be mailed to all participants approximately one week prior to the training. The Friday before the training, a link to a digital copy of the training materials will be sent, along with the Zoom link.


Advanced Trainings

Advanced Training Dates for FY26

The Advanced Training series of DUI-specific training seminars is offered each year for substance abuse providers seeking continuing education opportunities and certification credits for the Illinois Alcohol and Other Drug Abuse Professional Certification Association (IAODAPCA) and continuing education requirements for:

  • IAODAPCA-qualified CADC and CARS
  • licensed clinical professional counselor (LCPC)
  • licensed professional counselors (LPC)
  • licensed clinical social workers (LCSW)
  • licensed social worker (LSW)
  • licensed physician or psychologist

Workshop Schedule

Program duration: 9:00 am - 4:00 pm, with a lunch hour from 12:00 - 1:00 pm each day


Training Fees

What is the course registration fee? When is it due?

FY26 Service Provider Orientation Program – $155.00 per day$465.00 all three days

Please note: your registration is not guaranteed until your fees are paid in full.

Why is there a fee for the course?

Your workshop fees pay for tuition and instructional materials. Each participant will receive a printed manual complete with worksheets, forms, checklists, job aids, samples and models to be used as permanent references.

Are discounts available?

Course fee discounts are not available. All training fees are at-cost.
