Information and communication technologies (ICT) that are developed, purchased, used, or otherwise provided by the University must be accessible, per the guidelines outlined in WCAG 2.1AA or higher, for use by its faculty, staff, students, or the public. Any university member using a digital resource is responsible for making sure any that it is compliant with this policy. The guidelines below apply to websites, social media, documents, archived contents, textbooks and publications, multimedia content, live meetings, third-party content, and other digital resources.

Websites

Web content must meet accessibility standards. In addition, electronic documents that are published on the University of Illinois Springfield website must be saved as an accessible PDF. (Information about this UIS website policy can be found via Use of Digital Assets Policy). Linked documents stored in secondary storage containers must be accessible, regardless of file type. 

Social Media

Any content posted to social media must include alt-text on images, accurate captions on videos, plain language and clear writing, CamelCase hashtags, descriptive links, appropriate color contrast (3:1 for graphics, 7:1 for normal text, and 4.5:1 for large text), and inclusive language.

Documents

Original digital materials that are developed and/or modified must be accessible following WCAG 2.1 Level AA or higher standards including saving the original source document in a universal format. 

Archived Content

Online content including but not limited to websites and Canvas must be archived if content is no longer being used. Content on the web must meet all for criteria for archiving.

  • The content was created before the date the state or local government must comply with this rule, or reproduces paper documents or the contents of other physical media (audiotapes, film negatives, and CD-ROMs for example) that were created before the government must comply with this rule, AND
  • The content is kept only for reference, research, or recordkeeping, AND
  • The content is kept in a special area for archived content, AND
  • The content has not been changed since it was archived.

Textbooks and Publications

Textbooks, articles, and publications used for educational purposes, published in Canvas or on UIS websites must be accessible. If the procurement of an accessible textbook or publication is not accessible, and the content is necessary to fulfill the mission of the University of Illinois Springfield, the use of the published materials must be remediated, following applicable copyright laws and procedures, before being posted. 

Multimedia Content

Media content such as videos and audio files shall be available in a universal format (e.g. MP4, MOV, etc.). Captions with 99 percent accuracy and transcripts must be provided for the associated content. Audio descriptions must be included to describe important visual details that cannot be understood from the main audio.

Live Meetings

Live media content, including online meetings (e.g. Zoom, Microsoft Teams, etc.), should include live captions. Live meetings should also include accessible meeting materials. 

Third-Party Content

The procurement of software must meet WCAG 2.1 Level AA or higher. All software purchases must be reviewed for accessibility by the Office of Digital Accessibility or the Center for Online Learning, Research and Service (LMS-related software) and approved by the Purchasing Department. For an audit of the software that may be purchased, purchasers should contact the Office of Digital Accessibility to request a review prior to the purchasing process.
