Civil Service Advisory Council MINUTES Wednesday March 1, 2017 10:00 AM – PAC 3D Present: Jamie Voyles, CJ Castelletti, Joanne Hoagland, Jo Barnard, Brian Moore, Toni Langdon, Alice Seaton, Jeff Sudduth, Linette Hughes, Kurt Piskin, Jennifer May Absent: Bobbi Fults-Babbs, Jerrad Frank, Patti Young Guests: I. Call to Order: 10:01 AM II. Approve Agenda for this meeting: Yes. Motion by Jamie Voyles, second by Jennifer May. Motion carried. III. Approve Minutes from last meeting: Yes. Motion by Linette Hughes, second by Jamie Voyles. IV. Announcements: A possible planned power outage for March 11 to take place at TRAC/UHB for power to be installed at Student Union. V. New Business: a. Open Seat: Kara Lawyer to resign her seat. She will be missed. The council will discuss replacement options at a later date. b. HR Notices: Please disperse notices to areas for employees without regular internet access in order to help all employees on campus stay abreast of HR announcements. c. Gift Day Thank You: Jamie Painter has suggested sending a thank you note to President Killeen for the extra days off between Christmas and New Years. Jo Barnard has already sent one on behalf of CSAC. VI. Old Business: a. Food Emporium Space: Matthew Panich has agreed to meet with Brian Moore and Linette Hughes to gather more input. b. Rising Stars: APAC/CSAC joint proposal will be discussed with Chancellor Koch. Linette Hughes will represent CSAC. VII. Chancellor’s Report: Ryan Croke a. Northeast University announced a furlough program. SUCCS rules state that a furlough program must be offset by student worker layoffs. b. The U of I system has put its support behind the Senate’s “Grand Bargain” plan. We will wait to see if gets passed on to the legislature. c. There is concern about the recent drop in graduate student enrollment for spring 17/ fall 17. However, there is an increase in undergrad enrollment. Possible reasons include more stringent testing/entry requirements for graduate students, US political climate, student VISA issues, however, these cannot be substantiated at this time. VIII. Human Resources Report : Melissa Mlynski a. SUCCS has finished its latest audit and will complete a new one soon. However, they will only converse with HR personnel this time. b. Enterprise Risk Management (ERM): Assess’ risks faced by U of I, will conduct its annual meeting and address growth goals with infrastructure and personnel concerns. c. Linette asked about notifications to employees regarding raises from the CSP with considerations due to a few stipulations placed on the program. d. Ryan Croke recognized Melissa for standing firm on the 2% across the board increase instead of an ad hoc merit based raise initiative. IX. Treasurer’s Report: (Alice Seaton) : Balance: $185.53 X. Committee Reports: A. APAC – Brian Moore 1. There was discussion about retirees returning to work and the wait time required before returning based on a “look back “ period in the ACA bill. 2. There are concerns about some AP personnel being converted to CS. 3. They are reviewing representation across campus. 4. There are 2 graduation ceremonies this year. B. CARE/CSAD – C. Campus Senate – Kurt Piskin – Information is being provided regarding the student assault(s) incident(s). Kurt asked the Senate if there are any authoritative personnel of Asian background that can be of assistance for Asian students. Brian said President Killeen will sit in the meeting on March 3. D. Campus Technology – Jeff Sudduth 1. A survey has been released for Faculty/Staff/Students. Please fill it out as suggestions are considered and implemented. For example: student ICARD swipe at TRAC and new control systems modules and projectors in classrooms. 2. Developing technology geared for handicap accessibility E. SURS – Janice Marvel 1. Check out SURS website for information on proposed legislation for pensions. http://www.surs.com/ F. Employee Advisory Council (System Office) Jamie Voyles 1. President’s House meeting: There are two Board of Trustee seats open. Governor Rauner is working on filling those vacancies. Health Care – There is a task force looking for insurance options for the system instead of simply relying on CMS. The political climate of the US/mood/political discourse was discussed. 2. SUCCS has a new director: Jeff Brownfield. His focus is on modernizing/streamlining the system. Rules changes: discipline, out of state hires/ bumping rights, etc. 3. The Civil Service Leave Policy- sets a minimum amount of time allowed for employees. There is support for one system instead of two (exempt/non-exempt). Universities, however, do not support this idea. 4. There will be no merit board meeting until May. 5. Funeral/sick leave has been changed, there are new allowances and language. 6. You must register for MyBenefits marketplace. 7. Pension and minimum wage bills have been proposed. Please go to Box for information. 8. State claim payment delays: The state has begun writing checks again and the delay has shortened. However, there are still long delays, especially for dental, in and out of network plans. 9. Two-factor authentication: There are some issues concerning access. 10. Jo has been invited to the UIC Employee Recognition Dinner. She has suggested returning the favor next year. G. UIEAC – Jo Barnard (President), Janice Marvel (SURSMAC), Jamie Voyles (SUCSAC) H. Parking Appeals and Advisory Board – Patti Young and Joanne Hoagland Alternates: CJ Castelletti – 1. Met last week, two people came for their defense. I. Diversity, Equal Rights, Opportunity and Access – Brian Moore & Jennifer May - 1. Met 2/9: Dr. Karri discussed the sexual assault and encouraged others to discuss their feelings about the topic. Chik-fil-A has an agreement with TRAC for vending at certain athletic events. Some have sent a letter in opposition. There are diversity books available now. NCBI Bias Reduction workshop on 3/9. The committee will send a resolution. J. Sustainability – CJ Castelletti – 1. Earth week is 4/17 – 4/22. The Keynote speaker is Michelle Carr from The Nature Conservatory where she serves as IL State Director. Her talk is titled, “River Connections: A Story of Science and Hope.” It is Tuesday, April 18 at 7PM. K. Student Discipline – Jerrad Frank & CJ Castelletti – No report L.
