Bio

Sibel Oktay received her Ph.D. and M.A. in Political Science from the Maxwell School of Citizenship and Public Affairs at Syracuse University. She also holds an M.A. in Political Science and a B.A. in Social and Political Sciences from Sabanci University in Istanbul, Turkey. She was a visiting predoctoral fellow at Northwestern University’s Buffett Center for International and Comparative Studies between 2012 and 2014.

Dr. Oktay specializes in Foreign Policy Analysis. Specifically, she investigates how domestic political institutions influence foreign policy decision-making processes and foreign policy behavior; the impact of foreign policy on public opinion and voting behavior; and how the psychological traits of political leaders affect these relationships. Her refereed articles have been published or are forthcoming in the European Journal of Political Research, European Political Science, Journal of European Public Policy, as well as the Oxford Research Encyclopedia of Politics. 

Dr. Oktay is also an affiliate faculty member in the Doctorate of Public Administration Program at UIS and teaches for the Capital Scholars Honors Program.
