Bio: Robert Elliott currently works full-time on his doctoral research. In doing so he is collaborating with a large Illinois public safety agency to collect data for analysis. Outcome expectations address both academic and practitioner gaps. His past experiences include 26 years with the Illinois State Police, 20 years with the Illinois Army National Guard, 17 years teaching college courses, and 8 years on the Illinois Incident Management Team.

Relevant Professional Experience: Starting in 1989, Robert advanced through positions of increased responsibility reaching the rank of captain and one of 21 state police district commanders. This role encompassed all aspects of patrol staffing, stakeholder collaboration, and critical incident response across 10 counties. From 1988 to 2008 Robert served as an army officer. Experience working with the public, other nation’s military, NGO, volunteer groups, and local, state and federal officials spanned numerous assignments. Training with the Honduran military in 1992, state active duty during the 1993 flooding in Illinois, training with the Polish military in 1997, and deploying for a year to the Middle East in 2004 are examples. Serving as a major with the only US unit embedded in a multi-national division of 21 nations provided unique exposure to different cultures, backgrounds, and perspectives.  Also, as an Illinois professional emergency manager he worked with state and local officials in responses to 20 presidential declared disasters including Hurricanes Ike in Louisiana and Sandy in New York. As an educator, between 2001 and 2018 Robert taught numerous public safety classes to more than 1,000 college students.

Research Interests: Public service motivation, organizational citizenship behaviors, human resource policy, organization commitment, public safety performance measurement, military service implications on civil service

Honors and Awards: State police awards for Illinois crime analysis, tactical team responses, and disaster responses. Military awards for humanitarian service, meritorious service, leadership, and overseas duty.

Volunteer Activities: With the UIS student veterans club; benefit for the Central IL Foodbank, St. John’s Breadline service, and student veteran advocate at the state capital. Previously served as Lincoln Challenge program mentor for high school dropouts, foster parent for short-term emergency placement, and van driver to and from the Iowa City, Iowa VA hospital for community veterans without transportation.
