The purpose of this document is to establish appropriate procedures and guidelines for delivering a mobile strategy for the University of Illinois Springfield [UIS]. The policies and guidelines outlined in this document are valid for all mobile development that is produced as communication from UIS–by its colleges, divisions, departments, academic courses, organizations, and other units.
Approximately 65% of people aged 18-29 have mobile web access and by 2012, 50% of the population will be using smartphones. 23% of prospects searched a college site from a mobile device. 90% of users have used their device at home, meaning that content shouldn’t only be for “on the go” users [Dave Olsen – Developing a Progressive Mobile Strategy]. There has been an increase in mobile device traffic to the UIS website. According to the UIS Website Report 2010, iPhone visits accounted to 4,000 in 2009, increasing to 300,000 in 2010. Android visits account to 500 in 2009, increasing to 142,000 in 2010. The report also stated that “The increase in visits from mobile devices reflects the fact that more of these devices now have sophisticated web browsers, and that people are using them to visit our website.”
The university’s data derived from Google Analytics and ITS Wireless Weekly Status shows an increasing trend in the mobile activity to access university resources available via the WWW. Therefore, to respond to this growing trend and the expectation that university services will be available in a mobile format, the Mobile Strategy Task Force was assembled to address the need for university-related information within a mobile environment.
- Mobile Device: Devices that have mobile browsers.
- Mobile App: Mobile App is a native application that is built for specific mobile devices. The software and related content is downloaded to a device but additional content may still be accessed via a network connection. The benefit of an app is that it can take advantage of the features offered by the mobile devices such as cameras, gyroscopes, microphones, and proximity sensors.
- Audience: UIS students, faculty, staff, and alumni are the audience.
Unless otherwise specified in this policy or other university policies, development of apps by UIS staff using university resources should support the university’s mission. UIS Strategic Plan
The development and deployment of UIS apps cannot be used in a manner that violates the law, for political campaigning, personal private gain, or activities that are not approved by the university. In addition, all activities listed in the UIS IT Policy [Acceptable Use of Information Technology Resources] apply for all UIS apps.
The university maintains a set of procedures for app development. Please refer to our Mobile Standards for more information. In addition, follow development procedures pertaining to systems analysis and design, requirements, design–concept and detail, implementation, integration and testing, and maintenance.
The Mobile Strategy Task Force does not monitor app development. However, upon monitoring, it reserves the right to remove file(s) that violate any university policies and procedures, and U.S. law upon consultation with the UIS Legal Counsel.
While creating an app, ensure that all necessary rights and permissions have been obtained by the requesting department/unit/college for the material they plan to include in the project. For all practical purpose, UIS copyright policies will be used in determining fair use of the content used in the app. “It is the policy of the University of Illinois at Springfield that faculty, staff and students shall comply with federal copyright law. Access to the university’s technology resources is a privilege granted to university students, faculty, staff, and approved guests. These resources include hardware, software, computer accounts, local area networks as well as connections to other computer networks via the Internet. The university reserves the right to decline or reject a project request if the material is of questionable taste or if the project does not further the mission of the university, based on any one of the criteria outlined in this document.
