David obtained his Ph.D. in Social Policy from the University of Maryland-Baltimore and MSW in Social Administration from Ohio State University. He is the coauthor of a leading policy text, American Social Welfare Policy, now in its 7th edition. His book, Quixote’s Ghost: The Right, the Liberati, and the Future of Social Policy, won the 2006 Pro Humanitate Literary Award. Currently, he is writing a book on the Dynamic Welfare State. David teaches courses in social policy and community organization.
