Minutes from the August  Meeting     to be approved at the Sept  meeting

 August  3, 2004

Present:      Donna Johnson,  Jan Renn, ,  Kathy Dehen, , Kathy Rutherford, Kim Gonzalez-Beeson., Becky Schildman, Becky            Unsworth, Bobbie Fults, Ann Cole,  Janice Marvel, and  Brian Kroenlein.

 The meeting was called to order at 10:35 a.m.. 

Announcements
The Council of Council Meeting for this year will be held October 15 at Northern Illinois University in DeKalb. In the past, council officers have attended but anyone on the council may go this year since many other schools have sent representatives who were not officers.

The new officers were introduced. They are:

President: Kim Gonzalez-Beeson

Vice President:  Janice Marvel

Secretary: Kelly Phillips

Treasurer:  Bobbie Fults

    Kim assumed the presidency and the meeting continued. 

New Business

CSSAC  Fiscal Account

Pat Austin as fiscal officer for the CSSAC account sent a report to Kathy Rutherford indicating that the account currently has a balance of $83.08. Pat offered to remain as fiscal officer even though she is no longer on the council since it would be easier with no paperwork, etc.

  Kim also presented a report on our finances.  . Kim had investigated use of the accounts. She was told by Linda McCaffrey that banner does not require fiscal officers on these types of  accounts. Chargebacks only need to be authorized.

 

Parking Decals

Kathy Rutherford reported that even though Chief Don Mitchell was mentioned as ending payroll deduction , the decision had really been made by the payroll office in Chicago.   Chief Mitchell 's staff worked hard to try to get a new form and to continue payroll deduction for purchase of the decals. The Chicago office was uncooperative and could not be bothered.   Late notice was due to this. The parking decals must be displayed by September 1.

CS Officer Election/Council Members

Jan felt the online election had gone well except for a couple of glitches with the moving of her e-mail to the new server.   Donna Haynes has had to resign because she has been reclassified as an academic professional.. Kim will contact  Lyn King to see who would be next runner up for the write in candidates. That person will be contacted to be a member.

Staff Auction:

Bobbie Fults is chair of the auction committee for this year. Past chair, Janice Marvel will advise and help her.   There was a large turnout for their recent committee meeting. Heads were found for all the subcommittees. They are:

                     Outside Solicitations:  Becky Schildman

                    Oncampus Solicitations:  Kelly Phillips

                    Set Up and Tear Down:  Dave Antoine

                    Bake Sale:  Donna Johnson

                    Raffle:  Jan Renn

Two Academic Professionals, Tom Ambrose and Laura Dorman both are also on the committee. Bobbie was able to get donations for the ink and paper from Stead.   Staff person Lindsay Feger has offered to design for the event.   Kelly Phillips mother-in-law paints designs on furniture and she is willing to do a piece for the raffle. Bobbie asked that should anyone have any ideas about the auction, please let her know.  Kelly also has three cases of pizzas she is willing to donate.  Their next meeting is August 12 and everyone is welcome both civil service and academic professionals.

 Registrar Search Committee

The committee is being formed. Kim will remind Darren Bush that a civil service rep should be included.     JoAnn Mumaw has expressed an interest in being on this committee.

Campus Committees:   

The Civil Service Staff president has a list of terms of office for the various campus senate committees. The current membership will be reviewed. It was suggested that like the faculty and the academic professional appointees, our terms should end in the spring with new appointments made then. This means the committees are ready to go to work in the fall.

Committee Reports

SUCSAC    Kim reported that the committee met in Springfield on July 15-16.  They discussed two issues. The first was about discharge or demotions. Tom Morelock, the director, is reviewing the rules for the demotion or discharge of civil service employees.  He wants these rules clarified and more functional.  He felt that the office morale could be improved if action could be taken to those who do not do their work.  Right now it is very time consuming and cumbersome to try to demote or discharge a civil service employee.   One suggestion made was to list  cases of dismissal or demotion on the civil service website given details. This would inspire other supervisors to take action and would also allow the general public to see how poor workers are handled.  His staff is reviewing confidentiality issues as to whether specific names or just case numbers could be used.

The second issue discussed concerned the use of part time temporary extra help workers. Recently UIS had 128 of 421 workers who were temporary extra help. Governor's State also has a high percentage of these workers. Several of these workers at UIS have worked for several years, working the allowable 900 hours and then leaving for a month. Then they are rehired.   The committee is reviewing possible rule changes which could include putting a lifetime limit on allowable hours. Once the employee had reached this limit, they would have to be offered benefits.  There is a fear that if this issue is pushed, the schools might begin to contract more work out.

Motion was made and seconded to adjourn and the meeting was adjourned at 11:46 a.m.
