The Civil Service Advisory Council

Purpose

The purpose of the Civil Service Advisory Council is to provide a means of communication between the civil service employees and the Associate Vice Chancellor for Human Resources and the Chancellor. It serves as an advisory group in the formation and implementation of policies and procedures relating to civil service employees. Members of this body study and make recommendations regarding campus conditions of employment, problems, and needs at the request of civil service employees, campus administration, or upon its own initiative. The Staff Advisory Council studies and makes recommendations regarding pertinent topics, upon request, or upon its own initiative, to the campus Vice Chancellor for Human Resources, the University Civil Service Advisory Committee to the Merit Board, and the Advisory Committee to the State Universities Retirement System. So if you are a civil service employee and you have a work related problem , consider coming to a meeting or contacting someone on the council to help you resolve this issue.

 

Membership

Any status civil service employee may circulate a petition (requiring five civil service staff signatures) to request to be on the ballot for the Civil  Service Advisory Council. Only civil service employees may vote in the election to choose council members. Terms of office are two years. There is no term limit. Eight representatives are elected in even years and seven are elected in odd years.
 

Any elected member who is absent from three regular scheduled meetings of the council without notifying, in advance, one of the officers and without having a valid excuse, as determined by the officers, is automatically dropped from membership on the council. A replacement will be appointed according to the bylaws. 

Voting members at the June council meeting, nominate council members to be officers for the next year. The officers are elected by secret ballot at the July meeting which is presided over by the Associate Vice Chancellor for Human Resources (or his/her designee). In the case of a tie, another vote will be taken after discussion. Should a tie still exist, the Associate Vice Chancellor for Human Resources will draw to break the tie. The term of office is one year.

In case of a vacancy in an office, the full council shall elect a replacement from the current members of the Council. The presiding officer shall notify the council of the reason for the vacancy in office and shall cause the position to be filled by election at the next scheduled council meeting. Election shall be by secret ballot. The person elected to office will serve until the annual election of officers in July.

Special Group Representatives to the Council

There shall be non-voting representatives from special groups as determined by the officers. Each year the officers shall review the special groups to be represented on the council for the next council year. Decisions about additions and deletions may be made at any time. .(Special groups which might be represented include academic professionals, etc.)

Meetings

The  Civil Service Advisory Council meets on the first Tuesday of each month. Meetings begin at 10:30 a.m. Meetings are currently being held in the P.A.C.4E. Staff employees are welcome to visit any meeting.

CALL to ORDER: 10:10 AM            
               
APPROVAL of MINUTES:            
               
NEW BUSINESS: Provost Berman will allow the council $250 for year 2008 and if we have any
  expenses from 2007 he would be willing to help with payment. Bobbie reported
  that their union meeting with the Chancellor went quite positively. Bobbie 
  brought up that a Civil Service annual award like the AP "CAPE" award should 
  be instituted for the Civil Service personnel as well as a "Civil Serv. Appreciation
  Day". The Chancellor stated that formal proposals be submitted to Ed Wojcicki. 
  The Chancellor expressed his desire that the residing students in the new     
  residence hall have designated parking areas and that he would work towards
  faculty/staff "only" parking lots but nothing is firm at this time. Janice expressed
  need for signage for CSAC ie.letterhead, envelopes, logo etc.  
  The CSAC web-site is being revised.      
               
OLD BUSINESS: Jamie and Michelle are still lining up a start date for the golf outing; stating   
  that it will have to take place after the State Farm Classic probably in Sep.
  Wes thought that a "traveling trophy" for excellence should be proposed.
  Andy and Jennifer thought that the welcoming committee should have a 
  monthly mandatory meeting so that the participants can receive release time.
  After attending a Campus Senate meeting, Michelle Gillen decided to be the
  CSAC representative. There are two new committees formed, one is to submit 
  a proposal for the Appreciation Day and the other is to submit a proposal for 
  the new Civil Service award.        
               
COMMITTEE REPORTS: Kathy, Donna and Janice attended the UIEAC meeting and reported that a 
  letter stating just who is "essential" is needed on all campuses. Plus more
  information needs to be disseminated to arouse interest in our deferred
  compensation plans.
