|Dorene E. Campbell, Ph.D.
Adjunct Assistant Professor

Dr. Campbell joined the Department as Adjunct Assistant Professor in 2011. She received her doctorate in Health Education from Southern Illinois University-Carbondale, with an emphasis in Community Health. She received both a B.A. and M.A. in Biology from the University of Illinois Springfield. Dr. Campbell has taught Global Environmental Health, Introduction to Global Health, Addiction, Community Health Research Methods and Epidemiology.
Her experience includes 22 years in various state agencies as a public health program evaluator, research scientist and program administrator. She owns a private consulting business and has served as a contractor for: Illinois Department of Public Health, IPLAN Program; Illinois Department on Aging, Long Term Care Ombudsman Program; New Mexico Department of Health; Bernalillo County Health Department; and the American Association of Public Health Dentistry (AAPHD). She completed a contract in 2011 with the W.H. Kellogg Foundation as Project Manager to coordinate the development of a two-year training curriculum for dental therapists, which culminated in a Special Supplemental Issue of the Journal of Public Health Dentistry. Dr. Campbell recently completed a project with AAPHD that resulted in the development of 3 training videos for dental students.
Shahram Heshmat, PhD
Shahram Heshmat is a Ph.D. in Managerial Economics from Reseller Polytechnic Institute (RPI). He has been teaching for over 20 years. His specialty is Health Economics. Courses include Addiction, Public Health Economics, Food & Health, and Human Well-Being. His research interests focus on addictive behavior from behavioral economics perspective. Behavioral economics blends insights of psychology and economics. His passion is to make economic education relevant and interdisciplinary for non-majors and to reach a broader audience. Dr. Heshmat retired from UIS in May 2014.
Mark Hilliard, MPH, CHES
Adjunct Assistant Professor

Mark Hilliard joined the faculty as an online adjunct in January 2015 teaching MPH 441 Human Well Being. He received his BA in biology at UIS (formerly Sangamon State University) and a MPH at UIS. He also holds the national Certified Health Education Specialist (CHES) credential. Prior to joining UIS, Mr. Hilliard worked in state and local government for 34 years, the last 15 years in public health. He spent four years with the Illinois Department of Public Health as chief of the divisions of Health Promotion/Education and Injury and Violence Prevention. In 2014 he retired as the director of the Logan County Department of Public Health in Lincoln, IL.
While at IDPH, Mr. Hilliard served as the department’s chief health educator and represented Illinois as the state delegate to the national Directors of Health Promotion and Education. Programs under his supervision at IDPH were physical activity, nutrition, injury, violence, and SAFE Kids. While at Logan County he served on the Illinois Terrorism Task Force, the board of the Illinois Public Health Mutual Aid System, and nine years as Treasurer of the Illinois Public Health Association.
James Leonard, MPH
James currently serves as the Public Health Manager for Princess Cruises and Carnival Australia includes the management of all public health operations across 2 fleets consisting of 21 ships and Alaska/Yukon operations consisting of a rail system and 11 hotels. Some of the major components of our Public Health Program include Disease Surveillance, Outbreak Prevention and Control, Food Safety, Potable Water, Recreational Water, and Integrated Pest Management. A summary of my duties includes serving as the Company’s public health subject matter expert on interpretation of international and local regulatory requirements, liaising with international public health officials to develop and interpret public health standards, meeting with international groups to design future vessels, management of professional and para-professional personnel, and additional duties of administration as required. James has taught MPH 222 and MPH 450.
Greg R. Michaud
Greg R. Michaud conducts risk management and risk communication projects primarily serving federal, state and local governments. He has received local and state recognition including international acclaim for his work in the Great Lakes region by the United States and Canadian governments.
Through his 24 years with the Illinois Environmental Protection Agency and 14 years as a consultant, he has helped protect public health and the environment. These accomplishments include:
· Conducted risk assessment and risk communication activities for Superfund sites and other locations
· Developed Hazard Mitigation Plans and other associated emergency management plans for counties in Il
· Designed and implemented a pioneering air pollution control project used by four municipalities in N. Illinois
· Provided risk communication training to five state and federal agencies
· Directed National Environmental Policy Act (NEPA) studies for major infrastructure projects
He has taught Risk Management & Communication since 2001 at UIS where he has helped many students find employment following graduation.
Marissa Alexander Scott, MPH, DVM
Adjunct Assistant Professor
Marissa Alexander-Scott came to the University of Illinois Springfield (UIS) after earning her Doctorate of Veterinary Medicine from Tuskegee University and a Master of Science degree in Forensic Toxicology (Veterinary Medical Sciences) from the University of Florida. While working on her Master of Public Health degree, she secured opportunities with the Centers for Disease Control and Prevention (CDC) and Louisville Metro Department of Public Health and Wellness. She served as an Epidemiology Assistant for the Division of Tuberculosis Elimination (DTBE) and as a Ferguson Fellow for the Influenza International Epidemiology and Response Team (IERT) at CDC Atlanta. She later worked with the Biomonitoring Research Team as a Guest Researcher at the National Institute for Occupational Safety and Health (NIOSH) in Cincinnati. Upon graduation, Marissa returned to this team through JAB Solutions as a Researcher/Public Health Advisor. Her current research and publication areas focus on oil and gas worker safety and health as well as direct reading/ point of care instruments for chemical exposure and health assessment in various workers. Since food safety and availability is another topic she is interested in, Marissa consults with the U.S. Department of Agriculture for the Supplemental Nutrition Assistance Program (SNAP). She hopes to eventually join the U.S. Public Health Service Commissioned Corps.
Over the years, Marissa has worked in private practice, academia, and industry. As of November 2013, she joined the faculty at UIS as an Online Associate Assistant Professor. She has taught classes in policy and chemical exposures in humans. She has advised several students on scholarship, internship, and career opportunities. She will be taking on an additional class in food safety during the upcoming school year. She has taught MPH 450 and MPH 482.
Jason Scott, M.Sc., MPH, MBA
Jason serves as Director of Healthcare Informatics for Magellan Health and is responsible for developing and implementing Magellan’s comprehensive clinical analytic strategy under the direction of the Chief Medical Officer. Jason serves as the Chief Medical Officer’s representative and ambassador to internal and external constituents as directed.
Jason graduated magna cum laude from the University of Illinois with a Bachelor’s degree in Psychology, completed his Master of Public Health degree at the University of Illinois, completed his Master of Business Administration degree at Texas A&M University, and completed his Master of Science degree in Pharmacy at the University of Florida. Jason is a member of the American Statistical Association, the American Medical Informatics Association, the American Public Health Association, the International Society for Pharmacoeconomics and Outcomes Research, and the Academy of Managed Care Pharmacy. Jason has taught MPH 478 and MPH 508.
