Teacher Education at UIS reports 100% pass rate for third year

SPRINGFIELD - For the third year in a row, the Teacher Education program at the University of Illinois at Springfield has reported a 100 percent pass rate for candidates completing program certification requirements for Illinois initial teacher certification, according to Larry Stonecipher, dean of the College of Education and Human Services.

The pass rate for 2001-2002 was recently released in response to accountability measures required by Title II of the Higher Education Act (HEA). Those measures include reporting requirements for institutions and states on teacher preparation and licensing.

Teacher Education (TEP) at UIS provides course work that leads to Illinois certification at the elementary or secondary level when combined with an appropriate academic major. The program is approved by the State Teacher Certification Board/Illinois State Board of Education. With over 350 students enrolled, TEP is one of the largest undergraduate programs on the UIS campus. Approximately 30 percent of TEP students are seeking post-baccalaureate certification, with the remainder also receiving a degree in liberal arts or science. In 2001-2002, 49 candidates from UIS took and passed the state Basic Skills exam, and 43 candidates took and passed the state Content-Area exam.

Said Stonecipher, "I am very proud of our candidates and faculty. Their commitment to excellence gives evidence that the quality of P-16 education will continue to improve. It is good to know that we have high-quality young candidates being prepared to teach who are interested in serving our communities."

Allan Cook, chair of the Teacher Education program, added, "This excellent pass rate testifies to the quality of students both entering and leaving our program, as well as the quality of the program itself. Teacher Education at UIS is committed to producing teachers who possess a strong foundation in the liberal arts, and who are committed to excellence in teaching, public service, diversity, and the use of technology to enhance student learning."

In October 1998, the U.S. Congress enacted amendments to the HEA. As amended, Title II of the HEA addressed the quality of teacher preparation by doing two things. First, it authorized new federal grant programs to support states, institutions of higher education, and their school district partners in improving the recruitment, preparation, and support of new teachers. Second, Title II included new accountability measures: reporting, requirements for institutions and states on teacher preparation and licensing.
