Constitutional expert to speak on “President Bush and the War on Terrorism”

Leading Constitutional authority Louis Fisher will speak at UIS at 7:30 p.m. on January 18.

SPRINGFIELD - Louis Fisher, one of the nation’s foremost authorities on the Constitution, the presidency, and presidential war powers, will speak at the University of Illinois at Springfield at 7:30 p.m. Tuesday, January 18, in Brookens Auditorium, located on the lower level of Brookens Library on the UIS campus. The presentation is free and open to the public.

Fisher’s topic will be “President Bush and the War on Terrorism.”

Fisher is a senior specialist in separation of powers with the Congressional Research Service of the Library of Congress. He began work with CRS in 1970 and served as research director of the House Iran-Contra Committee in 1987, writing major sections of the final report.

His books include Presidential War Power (2nd edition, 2004) and The Politics of Executive Privilege (2004). He is also the author of more than 300 articles that have appeared in law reviews, political science journals, encyclopedias, books, newspapers, and magazines.

He has been invited to testify before Congress on such issues as war powers, Congress and the Constitution, executive privilege, CIA whistleblowing, and covert spending. Active in the Central and East European Law Initiative of the American Bar Association, Fisher has assisted with constitutional issues in a number of Eastern European countries.

Fisher received the doctorate in political science from the New School for Social Research in 1967. He has taught at such institutions as Georgetown University and the College of William and Mary law school.

Fisher’s appearance in Springfield is sponsored by the World Affairs Council of Central Illinois, the UIS Center for State Policy and Leadership, and Lincoln Land Community College.
